This retreat signals a victory by average citizens who forced their members of Congress to feel the heat for a secret vote held behind closed doors. “Yet we mustn’t forget why the Delay Rule was proposed and passed by the Republican caucus in the first place. It was an effort to protect Tom Delay from a criminal investigation into his role in an allegedly illegal corporate fundraising scheme.
