 <description>Vermont Governor James Douglas recently vetoed a bill that would have introduced new campaign donation limits in the state.  The &lt;em&gt;Brattleboro Reformer &lt;/em&gt;&lt;a href=&quot;http://www.reformer.com/editorials/ci_6034720&quot;&gt;chastises him&lt;/a&gt; for turning away from campaign finance reform, and advocates a renewed effort on passing Clean Elections in the state -- better than the public financing program passed in 1997 that has encountered court challenges.</description>
