Eighty-five percent of the campaign contributions studied                 were “hard money” contributions, untouched by the                 U.S. Supreme Court’s decision Wednesday to hold up the                 Bipartisan Campaign Finance Reform Act ban on “soft money” contributed                 to political parties.&lt;/p&gt; </description>
