National Journal's blog, Under the Influence, covers Sen. Dick Durbin (D-Ill.) and Rep. John Larson's (D-Conn.) discussion of the impending U.S. Supreme Court decision on Citizens United vs. FEC and why it could be the impetus for Fair Elections campaign reform. "It takes a major scandal to create a major reform," Durbin said. "I don't know that we've reached the level in the Senate or in the nation where people are going to demand this of us....
