Looks like Connecticut will have its first use of the public financing program sooner than anticipated. The Republican and Democratic candidates in a special election to fill the seat of state Rep. Richard O. Belden, who passed away last month, have declared their intention to participate in the public financing program. The election is set for October 9th. Connecticut's public financing law was passed in 2005.
