Changes to Portland's Law
In an effort to ward off the potential for fraud in Portland, Oregon's municipal public financing system, some changes to the law have been proposed. These changes include allowing qualifying contributions to come only from registered voters, and giving candidates more time to collect these contributions. With Portland's Mayor still weighing his decision to seek re-election, it could be a very competitive election cycle with many candidates seeking to run under public financing. Candidates in Portland were first able to use the public financing system last year - thirteen people attempted to qualify and three eventually participated in the system. One candidate, Emilie Boyles, attempted to cheat the system by falsifying the signatures and donations she needed to collect to qualify, but her activities were discovered and she was fined, while her campaign fundraiser was indicted for his activities.
