Activists in Hawaii have been pursuing a Clean Elections public financing system for many years, and the work continues with House Bill 661, introduced by House Judiciary Committee Chairman Tommy Waters (D). Incumbents in general are skeptical about a law that is likely to make their re-election chances less secure, but the bill has gained new support from lawmakers including Democratic leaders in the state.
