Voice of San Diego interviews John Hartley, the organizer of the city's Neighborhoods for Clean Elections who is working to push publicly financed elections in 2008. Hartley answers questions about the broad support for reform, and why he feels Proposition 89 didn't do so well on Election Day. Hartley is a former San Diego City Council member, and takes inspiration from the Maine model of Clean Elections - along with Arizona and North Carolina, as he puts together the measure he is working on for San Diego.
