Changes to Maine's Law?

Maine is the Clean Elections flagship state - passing there in 1996 and only getting stronger with each year. Here the Morning Sentinel reports on proposed improvements to the law there to deal with increased independent expenditures - improvements that appear to enjoy bipartisan support.  The changes deal with how matching funds are disbursed to help Clean candidates stay competitive against outside groups running ads that deal with the candidates - specifically it would widen the window of time in which a Clean candidate is eligible to receive those funds.
