Reform in North Carolina

North Carolina's legislature looks to be moving towards adopting a series of ethics and lobbying reforms in response to investigation into the lobbying activities of two people associated with House Speaker Jim Black (D). Absent from this series of reforms getting pushed through prior to the recess is H1851, the bill to establish a public financing pilot project in four legislative races in 2008. North Carolina has enjoyed success with its public financing program for judicial candidates, which has been available for two election cycles and widely used.
