AZ: Clean Elections Law Safe for Now
An expected repeal effort of the Arizona Clean Elections law was averted yesterday. Clean Election opponents, led by Representative Rick Murphy, introduced House Concurrent Resolution (HCR) 2046 which, if passed, would have referred a repeal of the Clean Elections law to the November 2006 ballot.
In order for HCR 2046 to be acted upon, it had to be posted on the House Judiciary agenda by close of business, Tuesday, February 21. The bill was not posted thereby likely killing the Clean Elections repeal effort for the 2006 legislative session.
This, however, does not mean that a repeal effort is completely off the table. There is a chance that the measure could resurface as a “strike everything” amendment on another referendum. This tactic, while not common, still presents a real danger although at this time advocates in Arizona are optimistic that the repeal effort will not go forward this year.
The Clean Elections Institute and its Arizona allies will be monitoring the situation closely and will take immediate action to fight the repeal effort if it emerges in the form of another House Concurrent Resolution.
